DMC Cell

The Academy of Administration, Nainital under the aegis of the Ministry of Agriculture, Govt. of India,d innovated and established a Disaster Management Cell (DMC) in January, 1995 to study and disseminate in a coherent and timely manner the needs of those exposed to disaster and emergencies. Earlier the office order of Chief Secretary, Uttarakhand the Cell has been merged with Disaster Mitigation and Management Center, Secretariat, Dehradun. From year 2006 the DMC has again sifted from Dehradun to Uttarakhand Academy of Administration, Nainital, as an Institution for Training & Capacity building with other Research & Development works.

GOALS TO BE ACHIEVED

1. To impart training and capacity building on Disaster Management covering risk vulnerability and resources.

2. To disseminate the knowledge to teach and train professionals of different sectors.

3. To train the community and shift focus of responsibility from Govt. to community. – A prepared community is a safe community to find and promote solution to the root causes of disaster in the state of Uttarakhand.

TRAINING AND CAPACITY BUILDING OF STAKEHOLDERS

Disaster Reduction through effective disaster threat analysis and the subsequent mitigation and preparedness against these threats, is the responsibility of state government, in all its ministries and departments of the public services, at all administrative levels. To ensure that the standards of analysis and planning for effective disaster preparedness meet the requirement demands that capabilities and capacities are created through instituted programs of staff training for all involved. The cell is organizing in-house training programs and out-reaches workshops/seminars/awareness camps regularly for District level officer of State govt. Uttarakhand. DMC organized various training programmes with different National level organization like NIDM, BPR&D, DoPT, DMC has conducted 16th IPS Vertical Interaction Courses for senior IPS officers and 02 Mid Career training programmes for Armed Forces & Civil Services Officers.

About

Dr. Raghunandan Singh Tolia Uttarakhand Academy of Administration UAoA (Uttarakhand Academy of Administration) originally established as Officers' Training School (O.T.S.) at Allahabad in 1951, was shifted to Nainital in 1971. In 1974 the institution was renamed as Administrative Training Institute (A.T.I.) and in 1988 it was raised to the status of Uttar Pradesh Academy of Administration (UPAA). In the year 2000, after creation of Uttaranchal as a separate state, the academy was named as Uttaranchal Academy of Administration (UAoA). Now Academy is known as Dr. Raghunandan Singh Tolia Uttarakhand Academy of Administration (DRTSUAoA).
