The library occupies a unique place in the academic and research activities of the institute. It is perhaps the most important central facility provided by the institute. Library and Documentation Centre of Academy is one of the most prestigious and well-stacked library in the states of Uttarakhand. It is in the 'Trishul' building in the Academy campus. The library has a vast collection of around 97000 books & journals. thousand documents including bound volumes of journals and CD-ROM's in almost every area of life. It has a distinguish status of 'World Bank Depository Library' for this region for World Bank publications since 1985 The Library maintains publication exchange program of the Institute with regional,  international, national, and foreign institutions and organizations. The library has well equipped facility for reprography and photography. This service is available to all members and trainees of the Institute.

The Academy library provides Digital Library Services to the readers. Digital Library has improved the library services like electronic journal, support service, Electronic Document Delivery, Resource Service, full text searching, cross-searching metadata, citation etc. Library has a collection of 450 rare and important books in digital format and provides access to various databases available on the net.
