Urban Development Cell
The Urban Development Cell has been establish with a mission to build capacity of civil servants, engineers, development functionaries and elected representatives at the state as well as national level in the area of urban governance. The vision of the cell is to become a self-sustained, pro-active and leading centre as "State Institute of Urban Development� for offering quality capacity building training, research and advisory services in the field of urban planning and management.
The Cell was started in August, 1995 as HUDCO Chair in collaboration with Human Settlement management Institute-HUDCO, New Delhi (an autonomous institution of Ministry of Housing & Urban Poverty Alleviation) and has now entered to its 18th year successfully.  
Since inception, the cell is committed to undertake capacity building programs and studies pertaining to urban development/management and promote development interventions through various activities listed in the policy agenda of HUDCO as well as per the mandate of state government. With an objective of spreading the awareness and to equip the administrators and all other development functionaries/stakeholders with the knowledge of the key issues in the urban development sector, the cell has provided specific input particularly on the 74th CAA and other key issues related to urban management during the Foundation, Induction and other in-service training courses of the Academy since its inception.
Starting with single event in the first year, the cell has successfully conducted around 300 capacity building events resulting in capacity building of more than 7400 development functionaries till now. The initial mandate of work of the cell was for Uttar Pradesh and then for the state of Uttarakhand being a separate state. During the journey of 17 years, the area of work has been spread over to many other states of the country specifically during last three years, which is a major achievement.
The core competency of the Urban Development Cell is to plan and implement capacity building/training and research activities in the areas like, Community based Project/Action Planning for Integrated Solid Waste Management (ISWM), Community Mobilization & Participatory Management (CMPM), Project Development: Preparation & Evaluation of Detailed Project Report for Urban Infrastructure Development and Management, Personal Management Skills: Effective Managerial and Leadership skills for Urban Functionaries, Communication and media management skills, Urban Management including Urban Poverty Alleviation, Urban Heritage, Public Private Partnership and Good Urban Governance, Fundamentals of Computer application for Urban Local Bodies, Fundamentals of earthquake resistant infrastructure construction for city planners, Urban Transport Management for city planners, Financial Management and Resource Mobilization for Urban Local Bodies, Application of Geographical Information System (GIS) for Infrastructure Development, Urban Risk Mitigation etc.
Cell�s initiative in October, 2004 to work as a national level Key Resource Centre in the area of water supply & sanitation sector has got tremendous success. Since the inception and formal launching in May, 2005 KRC, as a counter part of the Urban & WATSAN Unit has successfully completed two phases of trainings till March, 2008. Since June, 2008, KRC is working as an autonomous & self-sustained unit and proving a remarkable contribution for the capacity building in the WATSAN sector.
Cell as one of the six Regional training hubs identified by MoUD, GOI for capacity building under JnNURM has successfully implemented the assignment of conducting Rapid Training Programmes on "Preparation & evaluation of DPRs under JnNURM� for around 30 mission towns all over India. Cell has also been identified as the network institution for capacity building interventions at national level by the Ministry of Urban Housing & Poverty Alleviation, Govt of India under the JnNURM (Sub mission-II on basic Services for the Urban Poor).
The Cell has established strong networking with various institutions for the coordination and support related to all its training and other activities. The key institutions are Department of Personnel & Training (DoPT), Human Settlement Management Institute (HSMI), National Institute of Urban Affairs (NIUA), Ministry of Urban Development (MoUD), Ministry of Housing & Urban Poverty Alleviation (MoHUPA), Rajiv Gandhi National Drinking Water Mission (RGNDWM), UNICEF, Government of Uttarakhand etc. Looking at future prospects of training/capacity development specifically in the area of JnNURM and the municipal reforms, institute is actively involved in making its networking with many more institutions.
Urban Development Cell has been designated as the nodal centre for the Uttarakhand State under the National PPP Capacity Development Project being implemented by the Dept. of Economic Affairs (DEA)-GoI with the support of KfW Bank, Germany. Under this project, the cell has recently signed a joint MoU with DEA, GoI, the India PPP Capacity Building Trust (I-Cap), New Delhi and Uttarakhand PPP Cell, Dept. of Planning, Govt. of Uttarakhand to implement the National PPP Capacity Building Programme of GoI in Uttarakhand. Two faculty members from the institution have been selected and developed as PPP trainers under this programme of GoI.  
The cell has joined hands with the 3rd State Finance Commission (SFC), Uttarakhand to conduct a study on "Assessment of fund utilization status under various centrally and state sponsored development schemes in some selected Gram Panchayats of Uttarakhand & to study the migration pattern of people from rural to urban areas taking gender into consideration�.
Looking at future prospects of training/capacity development specifically in the area of municipal reforms, the Urban Development Cell is actively involved in making its networking with many more institutions and to establish itself as an autonomous and sustainable centre as "State Institute of Urban Development�.
